New Analysis: Abortion on State Ballots Could Impact 16.5 Million Women

Women of Color Among Those Most Affected

WASHINGTON, D.C. – September 11, 2024 – Today, the National Partnership released a new analysis on the likely impacts of abortion access on state ballots in the November 2024 election. The Supreme Court’s decision to overturn Roe v. Wade two years ago continues to cause significant harm to millions across the nation.

16.5 million women live in the 10 states with an abortion referendum on the ballot. Among them, we found the following:

  • 3.9 million are Latinas
  • 2.4 million are Black women
  • 1 million are Asian American, Native Hawaiian or Pacific Islander women
  • 127,300 are American Indian and Alaska Native women
  • 6.6 million are mothers with children at home
  • 4.0 million are economically insecure
  • 1.2 million are disabled
  • 162,400 are veterans

The analysis shows that women of color are especially likely to live in the 10 states where abortion is on the ballot, with 23.2 percent of all women of color of reproductive age living in these states.

State abortion bans, which block access to basic health care, have placed people’s economic futures, their health and well-being and even their lives at risk. This election, voters across the country will have an opportunity to make their voices heard on issues of reproductive freedom.

Support for abortion rights continues to be strong, with 70 percent of adults in the U.S. saying that abortion should be legal in all or most cases. Abortion referendums will be on the ballot in November in Arizona, Colorado, Florida, Maryland, Missouri, Montana, Nebraska, Nevada, New York, and South Dakota.

“Our analysis reveals the importance of abortion access to people’s lives,” said Shaina Goodman, Director for Reproductive Health and Rights for the National Partnership for Women & Families. “It is also no small coincidence that the states with some of the most restrictive abortion laws are among the states where it is most difficult to vote. But the fact that abortion is on the ballot in these 10 states, mostly by citizen initiative, proves that people care deeply about reproductive freedom and they will fight to preserve and strengthen it.”
