The 2025 Leading on Leave report highlights seven companies that provide comprehensive paid leave policies to their employees

WASHINGTON, D.C. – June 10, 2025 – Today, the National Partnership for Women and Families (NPWF) unveiled the top companies setting new standards for paid leave policies in 2025.
The 2025 “Leading on Leave” report highlights seven companies that exceeded benchmark qualifications for their policies and practices on paid leave. This year’s Leaders on Leave are: Accenture; Levi Strauss & Co.; L’Oréal USA; PayPal; HireArt, Inc.; Center Road Solutions; and The Pad Climbing.
The report found that large companies excelled in offering comprehensive and highly-accessible paid leave benefits to both full-time and part-time employees. Small and medium-sized employers stood out for their ability to integrate flexibility and personalization into their paid leave policies, often making them more adaptable to employees’ needs.
To be considered, companies submitted applications with answers to questions about access to paid leave benefits, wage replacement policies and how the benefits are communicated to employees. The various categories of paid leave included parental leave, family and caregiving leave, sick leave, vacation leave and more. Companies were scored based on the level of disclosure they provided and their alignment to paid leave best practices.

Their work – offering robust policies that are inclusive of women and families of all kinds – is not only innovative, but frankly, it is inspiring” said Jocelyn C. Frye, president of the National Partnership for Women & Families. “The more that businesses make clear the value of these policies, to both the business and their workforce, the more we expect others to catch on. These ‘Leaders on Leave’ are taking important steps that will help move us toward a national, comprehensive paid leave policy that all workers can use to care for themselves or their loved ones.”
“This report empowers employees and companies with what is needed to drive change,” said Jesse Matton, director of corporate social impact policies at the National Partnership for Women & Families. “More companies are taking important steps that will help inspire other employers, as well as public policy leaders, to ensure all workers are able to care for themselves and their loved ones. We hope this year’s results will be a catalyst for spurring other companies who want to lead on leave to apply for next year’s cohort.”
All employers that submitted an application also received guidance from NPWF on best practices to improve their paid leave offerings.
Since 2019, the National Partnership for Women & Families’ Leading on Leave effort has helped highlight trends in corporate paid leave policies and the benefits they provide to companies and their workers.
