“The hope is that if they throw enough anti-abortion language at the wall something is going to stick,” said Sarah Lipton-Lubet, vice president at the National Partnership for Women & Families. “It’s a dubious strategy. It’s an affront to women.”

Trump’s “interim final rules” on denial of contraceptive coverage “are a discriminatory, damaging attack on women’s health and economic security,” said Debra Ness, president of the National Partnership for Women & Families.

“Women shouldn’t be denied access to basic health care based on their employers’ religious beliefs,” says Sarah Lipton-Lubet, a vice president at the National Partnership for Women & Families. “We all have the right to our religious beliefs. But the way that this rule treats religion is really an excuse to discriminate.”

“There aren’t clear answers” to what would happen if the bill becomes law in its current form and takes effect in January, said Debra Ness, president of the National Partnership for Women & Families, a reproductive rights advocacy group. “I think it’s going to create chaos.”

When a woman who wants an abortion is denied one, she is more likely to fall into poverty than a woman who is able to get the health care she needs, according to Sarah Lipton-Lubet, the vice president for reproductive health programs at the National Partnership for Women & Families. “Access to abortion is fundamental to women’s ability to participate equally in society,” Lipton-Lubet tells Bustle.

“By gutting Medicaid, repealing significant insurance protections, defunding Planned Parenthood, and expanding harmful abortion coverage restrictions, it would devastate women and families,” said Debra Ness, president of the National Partnership for Women & Families.
